the number one thing you have to realize that Nopi Nats was NEVER about the car scene it was about the money to be made from it. the main way to get lots of people to enter was to throw in 2 free tickets per entry which under cut the gate pricing. HIN is in the same piss poor shape Nopi was in so I think its safe to say they are both latching on to each other to stay afloat.
