Well I believe they can get him on the fact of trying to hide it like supposely he did, kinda how Snoop got more in trouble for having secret comparments in his car. Also at a major airport, could be violating federal or international laws, jus depends what kinda loopholes the Govt can find.

..lol Well the big deal is that he was in an airport that could be considered under federal/international laws.. Chances are if he (or anyone else like you said) was jus out on the streets and caught with the same amount, they would get the minimum sentence.
