Not nearly the same (and i'm from GA). GA is as culturally rich as every other state in the US, sure it has it's own little quirks that make it significant in it's own right, but it's been apart of the US, for as long it's been the US.
Puerto rico on the other hand has not had that luxury and in every right is culturally independent and as with any culture (i.e car culture and loud exhaust), people mark their heritage for everyone to see, buuuuut that's just my .02 % of a U.S dollar's equivalence in gold
