Wouldn't it just be easier to cut/weld in a new quarter panel, or half a quarter panel? I don't think your method will ever look straight. It could, but filler will not hold up for very long.

If you decided to cut out the 1/4 instead of pulling it, props to you. The car is still rough as hell and nothing special, but keep working and make it YOURS (or turn it into cash).
