I had $16k in mods in my '06 sti, stock turbo and methanol. No body kit, no fmic, no ugly ass mirrors, and I still had the stock hood. I venture to say the car in question has all kinds of bushings, aftermarket clutch, bigger turbo, guages, short throw, maybe even a built motor. The lip (kit), wheels, mirrors, hood, and other fancy non-go fast parts cost probably $10k alone, not to mention $2k+ for coilovers, more than likely.

My STi is stock but out of all the cars Ive owned they have all been heavily modified, the only reason the STi is still stock is because everything for it is expensive as fuck, its going in the shop this coming weekend though for the first time ever...

The s/c pulley is $2k from RennTech, long tubes are probably $4k+, $2k for a tune.

Sorry, let me clarify. I was talking full engine builds, real coilovers,tranny builds, half shafts, and all the little nickel and dime things most everyone over looks, like mounts, bushings, etc. When you get that deep into one it can start ringing up thousands quick. And you still have a stock looking car.
It all depends on what car you start with. You can't build an Sti for cheap, the dollar/HP ratio is too high, even with used parts. And you have to consider the supplementing mods to that as well. I'm in the process of finishing my DSM, and I can achieve what I want without too much cash because the 4g63 is so cheap to modify for what you end up getting. But you are right, you can spend much less(relatively) if you take your time.
Again, it's all about shopping around. And your knowledge of cars. If you can find the stuff you need at prices under the norm and know how to install or do most of the work yourself, your costs are going to be much lower. And it really has to do with the car you start off with as well. It's probably impossible to even get started modifying a Porsche without a beginning price of several thousand dollars. But you could turn around and make some damn good power out of a Dodge neon for that same amount. Later, QD.
