Having lived at the end of the dragon for a couple years, there are usually no cops up there at night. Very few cars up there as well. The only thing you have to contend with up there at night is the wildlife and the crazy rednecks that party up there. When SEDA had our event up there, we encountered truck loads full of them, doing burnouts in the middle of the road and weilding chainsaws. They would fire them up in the middle of the night and rev em up then shut em down. Weirdness.
Around 9:30 or 10:00 the cops will descend on the place and stay there till around 5:00 or so, then start thinning out. The best time to go there is in the early part of winter. November or so. That's when we did our high speed runs and when most people run it for times to try and beat the record. 8 min 53 seconds in a car and 8 mins 47 seconds on a bike last time I kept up with it. Same guy holds both. The run is from the bridge on the tennessee side to the state line. 10.6 miles I think it is.
