I have experience in all phases all low voltage wiring including surveillance, stereo, sorround sound, phone, cable, security, intercoms, etc...
The best package deals I can get are 4 cameras with a black and white tv for $400 and you can hook it up to a vcr or you can get 4 cameras with a dvr which records everything for $1100 those prices are for parts only, does not include labor. Labor for 4 cameras hooked up to either the tv or dvr will be around $150-$250 all wires hid, price depends on where you want it and how hard it will be to hide all the wires.
