I dont know other setups but I know on my G35 my highway mileage went from 22mpg to 34mpg-36mpg after adding turbos.. Drove from my house in Douglasville to Charlotte on a 3rd of a tank of gas. It was my daily driver till I sold it.

As far as emissions goes, I'm not sure. My car never threw a code so I had no problems.
