good luck, it was a bitch for me to find someone to pass my obd2 ek as well.
if you have a cat and your CEL isn't on you should be ok to pass i think..i think...if not then you can always find some one that works at a emissions place that you can bribe for the right amount of money

i thought obd1 doesnt matter if the CEl is on
it doesn't matter if you know someone that can do it, but if you try to go take emissions with your check light on, they won't even test you. And here's another thing, if you have a obd-2 car (96+) and you have a check light on (cel), and try to disconnect your ecu or battery to erase it....think again, you will have to drive 100 miles before the ecu is in "ready mode" again. But like I said, if you know the right people then disregard all that.

yeah i got a 97 civic with a OBD1 GSR swap, and I ran into the same problem. But my OBD plug is not functional, cause when the OBD 2-1 conversion was done, apparently a wire was left out which hooked that plug into the ECU. I need help BAD with "passing" emissions, that is. Someone PM me if you can "help"

you only have three options. you can either change address to a county that does not have emissions. you can pay someone on the down low to pass it(very hard thing to do). last, you have to install an obdII computer and make sure the check engine light is off to pass. i have plenty of experience with this since none of my cars pass. the silvia does not pass, the supra does not pass and the civic does not pass since it has hondata. the best thing is try and find an obdII gsr computer and use it to pass emissions. if the emissions place can not communicate with the computer in the car, you will not pass no matter what. good luck.

Nope, there is another option.
Pass it legally like me. I'm running a hi-flow cat & have passed emissions last year & this year. 1st time w/ my JDM B16 & now my built LS/VTEC.
I'm was running OBD0 1st & now OBD1, honestly though I don't pass if I just put it on the dyno. I fail everytime but I do pass 1 part of the test & thats about it. Both times I passed by turning the fuel pressure down all the way (about 30 psi) & I pass!
turning the fuel pressure down may work on your car, but on an obdII car it will not work. the emissions place has to be able to connect to the diagnostic port and communicate with an obdII computer in the car. if that does not happen due to the fact you have an obdI computer in the car, the car will not pass emissions. that is one of the biggest problems with hondas after '96.

OBD2 diagnostics and emissions is dependant on passing based on IF YOU THROW A CHECK ENGINE LIGHT. You could have the absolute worst polluting car in the WORLD, but as long as its OBD2 and doesnt throw a CEL, you pass.
What we reccomend is using an LS ECU because the LS ecu wont look for VTEC issues, Butterflies, knock sensor etc. What you want is the simlpest an easiest way to get the car to run without a CEL. if you use a GSR ecu and it wants to throw a code for say, VTEC SPOOL, you wont pass. But if you use an LS ecu, LS doesnt have VTEC so it wont look for those parameters.
Get an OBD2 ecu, make sure there is no CEL , if it throws a CEL, take it by Autozone and have them scan it an report back and ill tell you what it is.
Youll need a cat to pass VISUAL inspection, but some places dont even check for that. Depends on how picky they are.
It wont pass with an OBD1 ECU because the Emissions place wont be able to communicate with an OBD1 ECU. Also, you need a USDM ecu, JDM wont work for emissions either.

guys I own an emissions station.
If you have a normal OBDI 95 and older car. They just use the tail pipe. If you have an OBDII car with an OBDII computer we use a cord to tak to your computer. We will still do the test even if the light is on. If the light is on, will not pass. If the light is off and you disconnected the battery that day or the day before, will not pass. Now, if you have a 96+ OBDII car w/ an OBDI computer, you will not pass emissions. There is no way to test this car. Hopefully you live outside of the 13 counties. If you dn't, find some1 that does. If you have an OBDII car with an AEM computer, it will not pass.
Now for you OBDI 95- cars, if it will not pass. find a station that will throw another vehicle on the dyno for you. i can do it for the right price.

Sooner or later hall co WILL have emissions! U need to do what vteckid said to do!` ASAP!!
