Default Can a Precision SC34 ball bearing turbo be rebuild?

I have a Precision SC34 ball bearing turbo with blown oil seals laying around. From what I was told, ball bearing turbos can't be rebuild and it's better off buying a new one. My question is, can I just replace/rebuild it with regular journal parts or can ball bearing turbos be rebuild?

Generally with ball bearing turbos a rebuild consist of replacing the CHRA. Assuming that the blades didn't make contact with the turbine & compressor housings they should be fine to reuse.
