I wouldnt worry to much about the hose not warming up, unless its causing the car to over heat... But from what I have seen, the bottom hose not heating up means its the water pump... It could just be the weather oustide helping the car to remain cool. Wait until warmer weather and see what happens then...
I doubt its the weather because the top gets warm the bottom doesn't change. It stays pretty cold. Ice cold really, I guess it would be the water pump. How hard are they to change?
