The only context I've ever heard "feeler" is if they're thinking about selling a part/car and wanted to see if anyone would be interested before they actually put it up for sale.

a car becomes a "feeler" when it is "felt".

this action of "feeling" can happen in several instances:
a.car runs out of gas (most common)
    b.car gets stuck in mud
    c.car has mechanical failure

Maybe it is referring to the feedback that a car gives you. Cars such as M3's, S2000's,
NSX's are cars that are renown for their ability to give the driver "feedback" from the road conditions that it is experiencing.

Feeler cars are ultra rare, most people will never see one in real life. They've been customizing cars in Japan for decades and are well known in the underground street racing and drift scene. They have a shop here in America too and they just opened a sister company named Testing Waters who's specialty is mainly euros but they'll work on others as well. I picked up a set of 'Testing Waters' wheels for my BMW last year and had a Feeler front lip on my Integra. Hope that helps!

I'm adding a Youtube video of another definition that comes to mind.
