you will spend more money than it is worth to "outrun ls-vtecs" and when you do finally find one you can beat, he will just be a set of $300 ITR cams from outrunning you.
that being said, if you are stuck on running non-vtec you should find a P8R head, they have the same size valves as a vtec head and SIMILAR flow characteristics. Then a forged rotating assembly, big ass cams (405's?) and a good header (those kidd headers look pretty good) an Intake mani/ TB and get the head/IM ported together. Should be fun little motor.
I tried it a couple years back... they are proned to detonation,and it didn't help none for me to use a shaved gsr head....was real powerful too but I had to use 93 octane plus a bottle of octane boost on every fill up for it to stop pinging. And I got it tuned. But that bitch was badass though I must say that
