Sleeve girdles dont do shit and are pointless if its sleeved. The only ones that work are the ones that some machine shops put in WITH sleeves. They are press fit in with very tight tolerances. The ones you buy and just stick in the block don't do anything because they don't fit in tight enough and still allow sleeves to move. Everything else you said is pretty much right on.

It depends on what you want to do with the motor.

I suggest you do some research(like on Honda-tech) before you attempt this.
