You also forgot the bombings of the 2 embassies in Kenya and Nairobi in mid 98 if I remember correctly. The US response was 2 tomahawk missles into camps that were known beforehand to be empty.
We suffered more attacks during his presidency because of his lack of a spine in dealing with them. If Clinton would have made an example of those that support terrorism back in 93, maybe we wouldnt have seen the other 3 attacks in the 90's or the attack on the WTC in 01.If anything you could say that Clinton had more experience handling terrorism than Bush.
