    aside from the cleannnn paint job and hood, you can "legally use the HOV lanes without any passengers"

    Because they converted it to be enviroment friendly. All hybrids are allowed to the HOV without passengers. Now, being that it is an old mustang, you will be pulled over all the time for using the HOV lane. Cops are not going to know about the conversion.
