hydro to cable = hyrdo car and wanting to accept a cable transmission
cable to hydro = cable car and wanting to accept hydro transmission

Doesn't matter how you word it. A cable to hydraulic conversion is being about to use a cable transmission in a car originally equipped with a hydraulic transmission which is what OP is trying to accomplish.

well, i guess i need to explain it better!
my car is hydro (94 civic) and need the conversion kit to use a cable tranny, that makes it "hydro to cable" isn't it? going from hydraulic to cable

Now I am confused. Are you wanting a hydraulic actuated clutch or a cable actuated clutch? Are you wanting to keep the car hydraulic?

Okay now im clear. Its called a cable to hydraulic conversion. You are converting the transmission and not the car.

Its just more common as being a cable to hydro conversion. Neither is necessarily wrong.
