Just go buy a jdm longblock! Dont buy someones problem trying to save alittle money and end up spending more in the long run. Long blocks at nad auto were about 900$ last time i checked

Its always a good idea to replace that stuff but odds are any motor you buy that you know nothing about should have that stuff replaced . Alot of times if you take the cover off and there are marks were somebody has replaced the timing belt and the seals feel soft you will be ok . Either way its a good idea to replace all the stuff on any motor you buy.

It would still be cheaper to buy a jdm long block the timing belt/water pump/ and seals are not that expensive. if your on a tight budget you can get away with not doing the seals if they look in good shape.
