I used this wheel as my learn to "polish" wheels. .. its missing one about 1/2 chunck of the lip but that can be fixed. and it comes with a slick tire.

Does it still hold air?
yeah it still holds air. im sure it can be run on the streets without a problem... but i would have that chunk filled . i dont think it would be much
