If thats you, forward that video and the gas station info to the Dept of Agriculture I believe. I would also take that video down until you do get them the info and they act on it.

The government is always very slow unless there is a public outcry. If the video is pulled, then it is likely that the problem will increase at more pumps until someone shows that it is happening. More money would be lost to greedy criminals.

I alerted the manager inside and he didn't give a damn. nor did he refund my 40 cents. The Weights and measurements? Dept will def. be getting a call though. On a side note, I figure you guys would get a laugh and a heads up when at the pump.

It's called meter creep. There can be several reasons why that happened, but that's not going to be at every Chevron. Can happen at any gas station. Sucks he didn't refund the difference. And yes, he can get in trouble with the state if he knows about it and does not put the pump out of order. But there is nothing the owner could have intentionally done to cause that.
But this is not a case of you finding some huge "oil conspiracy" and alerting the world. Mechanical shit breaks. It happens.
Don't get your blood pressure up Echonova. I Don't actually think it is rigged, though I do think they should fix it for the sake of the consumers. I don't think it is every Chevron either. If anything I hope it helps people pay more attention when at the pumps.
As a former manager of a gas station that knows how these devices work, I can confirm the people that filmed this video are fucking idiots.
