B16a2 is the OBDII 1.6L DOHC VTEC motor... a3 is OBDI... the most immediate and noticeable difference is that the a3 redlines at 8300, a2 redlines at 8000 even. There's some smog efficiency things done to the a2, and I think the a2 has like 10 extra hp, but as far as I know that's it
