An s2k makes all its power at high rpms due to the nature of being an N/A small displacement motor. Hell, my car does the same thing (redline at 6800, fuel cutoff at 7200) but there is a point where it becomes inefficient to rev any higher. An s2k's peak power and torque are before the redline so going past 9k dosen't make any sense. Now put a centrifugal supercharger or (not always the case) big turbo on the car and all this changes -- as is the nature of the power adder it will make more boost the faster the crankshaft is spinning and many times the car will want to make its true peak power well above what's mechanically reasonable for the motor to spin.
