Not always the case. I was able to beat (barely) a GT500 making 683rwhp. I talked to the guys in the shop who worked on it, and that's the number they gave me. The p:w is in his favor, yet I still edged him out. I have also raced KB Cobras making right at 600rwhp, or just over. Again, I'm either even or a hair ahead from a roll, yet they have a better p:w ratio than me.
I raced Marshal, who is making 10 - 15 more rwhp than me....edged him out each time as well.
Your p:w ratio is about 90% of what determines who will win a race from a roll. But that's what makes it fun, because it's not always the case, and there's only 1 way to find out.....
