Yes power to ratio is important, but your car can only go 120. So you only shorten your 0 to 120 time, but not increasing your top speed.
Stock Miatas are limited to ~120mph by aerodynamics. I have seen my speedo at 135 only to be stopped by hitting fuel cut. That was on my old car with a 4.30 rear end. I later went to a 4.10 and saw the speed-o a bit north of 140. Now a 6-spd miata will go ~155 with the stock 3.9 rear, but if you were to swap that to a 3.62 (and had the power) 160+ is attainable.... not that you'd see it on the speed-o because it stops at 150 lol.

But Miatas are very capable of goign faster then 120. You friends Miata was stock.
