Say there's someone that wants to get on the Top 10.

They know they are faster than #6, but not sure about #5.

If they race #6, and win. They will be #6, and the former #6 spot will drop down to #7. The former #7 will drop down to #8, former #8 to will drop to #9, etc.

No one can just call out the number #3 guy to race if they're not known. No point in wasting the #3's time for someone that can't beat #8.
