Depending on what type of bulb, they are good for anywhere between 200-800 hours. After that, they are no longer affective, ie - wont tan you -- even if they still light up, which most bulbs dont actually burn out til 5-10x their lifespan.
But there is no way to tell how old they are unless the person who changed them last remembers how many hours were on the bed when they were changed. There should be a counter on the bed somewhere that tells you how many hours is on it.
