Try a stock photo service. I doubt you'll be able to find a custom shot photo like that from a self-respecting photographer for just $25.
Especially if you want to purchase the copyright without first disclosing what it will be used for.

none of that is important. i was just wanting someone to create a pic like i asked for. everything else is irrelevant.
here is something to work with. take this picture, make it skin tone a little darker, blur it slightly. and we can go from there:
