Don't settle. Invest in the 2.8 over the 4. There is a big difference in the speed. It may not matter at all when shooting outside on a bright sunny day, but when you're shooting elsewhere, it will make a big difference. You can get 2.8 non IS L for around $1k new if you look on the net, the IS models somewhere between $3-500 more. This is a subject of great debate amongst Canon folks, IS vs Non-IS as far as pic quality. Some say that the non-IS is sharper, while others swear by the IS model.
