sure, two basic things:

To remove the grain, which i did a quick job on: I used gaussion blur and the blur tool, play with the precentages and values on a case by case basis. Im going to assume you know how to use these? But use the lasso to select the main area above the gear, then the blur tool to touch up the more detailed areas (teeth). all in all this took me about 30-45seconds.

Color: go into the hue and saturation adjustments (CTRL+U), select blues from the drop down, then use the eye dropper to select the exact hue of blue to want (from the orignal photo in the background), then you can adjust the new hue/saturation/lightness output with the sliders.

Just get in there and play around, its quite simple.
