Thats because they time you with the planes. They do it in florida to. Look for white lines across the highway (solid white ones going across both lanes) they time how long it takes for you to get from one to the next. Then they mail you a ticket.

its seems to be a old technoque of using a helicopter or light aircraft to measure how fast a car is going by timing it between 2 points. But with someone guessing/having to reacting to seeing a person hit a point and start and stop a clock makes it very hard to get a right speed. But they would use this and call in a vehicle description to a patrol car that was waiting up ahead.
