Computer doesn't like my ROM drives...

For some reason, my computer is not accepting the ROM drives (CD-R, CD-ROM, or DVD) I've tried a writer, dvd player, cd-rom, and another rom (can't remember what it was) and EVERY one of 'em got this:

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click Troubleshoot to start the troubleshooter for this device."

The troubleshoot didn't do jack for me...school's starting back up soon, and I'd like to get this fixed before I go off...
