Trust me when I say this, People that go into JROTC don't always know whats going to happen. Like 8th graders coming from middle school have no idea what JROTC is besides the fact it has to do with the Military.

And also people have thrown away a years worth of class because they couldn't leave. At the end of the 2nd day of school they make all JROTC changes final. And they still recite the pledge.

But whether you want to or not you're still forced. Just because you want to doesn't mean the rule goes away. So just in case one day you change your mind about JROTC, you still have to recite it.

I've seen all three happen, and it happens all the time.
