If all your neighbors have it and are downloading you have dial up but if no one around you is on you are lightning fast. For a steady speed of DL rates then go with DSL or T1. With DSL all you will be able to utilize is roughly 2.3 mb download due to the base model routers most people run at home. To fully get the 4 mb DL rate you will probably want to step up your router.
