With the information we have, as long as we use a standard measuring device, no one will dispute that. Scientifically, a fact is something that is verified through repeated testing through the scientific method. The scientific method is equivalent to, let's say, order of operations in mathematics. In order to get correct results, this never changes. Every time you add 1+1, you will always get 2. Every time you combine two atoms (stable atoms, but that's another topic) of hydrogen with one atom of oxygen, you get water.
