The Norinco is about the best AK variant IMO. If you can find a MAK 90 in good condition I say go with that. They have a really nice trigger on them, chrome-lined and ribbed barrels, and all accessories fit on them. You can use the AR stock on the AK you just have to buy the adapter piece for the rear of the receiver. You can get a replacement dust cover for them that has a top scope mount on it for a red dot, Eotech, etc. They are only about $30. It's better than having it out on the top handgaurd because it puts the sight closer to you, rather than being 15 inches away from your eye. If you put a folding stock on it, you will have to make sure that it is 922r compliant, meaning atleast 6 USA made parts, I believe. 1 USA made mag counts as 3 compliance parts and stock, grip and foregrip count as 3 more. I have the ATI Strikeforce package on mine and I am satisfied with it, but I'd honestly rather just have a collapsible only stock and not a foldable/collapsible one.
