Default Question about out of state tuition

I plan on moving to California this summer to go to school. Out of state tuition is going to be a bitch. I've been thinking lately of ways to kind of "cheat the system". Would it work if I opened a P.O. box out there and started getting some of my "junk" mail sent out there. Should I talk to one of my friends out there and see if I can get one of their bills put in my name? water, heat, etc.
Im just wondering what, if any, ways to get around paying out of state tuition.
    Thanks for any input!

even if thats not the college, rules probably apply state wide.

Umm, simple. I do it all the time. (helps alot if u know somebody otherwise this will be a fail) but... gain a "physical address at least 4-6months in advance of your move. Have a company send you a bill or two there (or more) and get an I.D. Although CA is quite far away, it will be cheaper in the long run and you will technically cheat the system.

I did it when I was in GA, although I never actually lived there.
