if i was you i would go to the payroll division and ask them if they have been given any information on cutting you a check, if they say no tell them the situation and if that doesn't work go back to the owner tell them you need the money that it is against the law to hold your money and that you will be going to a lawyer and taking them to small claims court(just tell them that at first) if that doesn't work then call the department of labor and tell them what they are doing to you, then last resort take them to court.
