Default Problem with CTRL ALT DEL

Ever since I reinstalled windows/got a new motherboard, when I hit CTRL alt del it pops up like this (see pic) with no border bar or no other tabs so I can go to processes and stuff... anyone got any clue how to fix this?

I can tell you a few things that might cause it...
    1) Using AOL (tisk tisk)
    2) Using Intervideo
    3) Listening to boy hits car

    Just messing with ya.
Is that Pro or Home for starters? I've never seen that happen before.

You know of a better program that intervideo? I use it for DVD rips.. I was lookin' so hard yesterday cause my 30 day trial period to windvd 7 had run out but seemed like the only program I could find to run them was windvd. I believe this is on Pro... SP2.
