I'd think its ok for anyone to say anything to anyone.

But they just need to know the consequences. You offend someone, they can knock your teeth out.

But it doesn't just have to be a word, I mean phrases can be just as offensive to some people I'd think.

But I dunno, I may just be ignorant to exactly how degrading some people find the word.
