To be honest, it doesn't suprise me in the least. Japanese have a huge market for adult oriented simulation games. Rape, incest, pedophilia, gore, scat, and other similar oriented games can be found in mass without any difficulty.
The reason that these publishers can get away with these types of games (child molestation, pedophilia, ect...) is because all of the characters are animated and mildly censored in one form or another. Since the characters are animated and not real, there is no "real offense" to any particular person. American Laws also permit this type of media to be published in mass, however most publishers are hesistant about the response of the release of such games.
