If Japan, there is actually a huge market for such things. High school and college girls who need money, will sell their used underwear to stores or distributors for a good price. The buyers will then turn around and sell them to other perverts for an even higher price. I believe that Japanese law somewhat outlawed the practice, so it's all underground now. Much like a drug ring.
