Be a citizen, no felonys, fill out paper work with two passport pictures, finger prints, proof of residency etc.., go to your local sheriff and get him to sign the forms saying "I allow this guy to own a class III weapon in my jurisdiction" That part can sometimes be a bitch. Then you pay a one time $200 tax per class III weapon or device such as a silencer. Then it takes 3months+ for the feds to review it. Once you get approved then you can pick the class III item.
