I was born in Nagasaki and my mom and dad each are fluent in Japanese, I can speak it it decently and am ok at reading it.
What randomguy posted is correct, that does mean speed. I actually know of the jacket he is speaking of because my dad has one somewhere at his house.
Also, I'm minoring in japanese here in school because I'm going to go back to Japan after I graduate and teach kids English.
I think it will make a great tattoo, don't let the others fool you, what RandomGuy said is correct.
