Under 16" isn't illegal, but you would need to get a Class III weapon (and pay the hefty price) in order to do so. The way that Bushmaster got around that is I have a 14.5" barrel, but the supressor on the end is 1.5" and permanently welded to the barrel. Thus, it is 16" long, technically.
