Well, If you want to focus on the forums on your site, I'ld put it at the top. People will see the links on the menu for tutorials and reviews... I know that when I'm on a forum i want to be able to go to the page with the new posts and be able to hit reload and not have to scroll back down to see what's new...

I know sometimes it's hard to decide... YOu could always use a block on the side to make something else stand out...
