I'd say that this is all but handled then, nothing was broken on either car... loox like a mixup that he has apologized for. a mixup is forgetting to put the oil plug in before you pour in the new oil, taking a vin plate off another car is a federal offence. not so much a mixup. and if he was "just seeing how it worked" he would of checked the fucking vins before putting them back.
