the best protection against a natural disaster is "YOURSELF"! meaning you have your own insurance/savings/take care of your god damned self instead of relying on a gov't that "be holding you down" anyways. Alot of people don't realize that th gov't dosen't exsist to take care of everyone.
However, it is the gov't responsibilty to provide public works such as roads, parks, administrative facilities, and in the case of NO. "protection" against disasters such as war and/or natural. but of course the Local gov't had many opportunitys to prevent this form happening. Millions and Millions of $$$ hav been allocated to La. to fortify the leves but the Uber-corrupt gov't down there decided it would go to better use lining their pockets. Because a we all know 1 can float better if your pockets are full of cash.
