for example "I wanna get a Ipod video.....does it play video?" I think that is pretty self explantory.

Mods just wanderin why ban someone and the let them come back? All the other forums I used to get on if you were banned and made a new name and the mods found out then they banned them again.

We do sometimes ban at the IP, just depends on why the person is banned.

..even though people can change IP addresses.

Yes. And if you're high speed resetting your modem changes your IP. So pretty much banning does nothing, if you're determined enough to stay on IA. I think the hope is that eventually if you're banned enough, you'll get tired of making new names and stop.
