It's because of them wearing weaves. Their heads itch just as white folks or any other person's head itches. Only black folks that wear weaves can't scratch their heads due to the weave coming out. If they scratch, it'll more than likely pull the hair out so they pat. Next time your head itches, try it. Pat your head and you'll see it pretty much has the same effect.
