I would say the same thing. I know it's not exactly the same thing, but, in a way, the same results. People, white/black/whatever, need to start getting their shit together and get back to rebuilding their lives.

My main thought is I don't see a problem with FEMA helping people that are doing something to help themselves. I'm sure they could keep a database of people who are working and trying to earn some sort of living on their own. These are the people that FEMA should help. It all goes back to the saying: Help those who help themselves. I believe in that. Later, QD.
